Progressive Pet Insurance: Two Products, Which One Is Yours?

Quick answer Progressive's pet insurance page offers two different products: Progressive Pet Insurance, administered by Companion Protect Agency and placed with Old Republic Insurance Company (some policies underwritten by Progressive Casualty affiliates), whose terms we haven't verified; and a referral to Pets Best, underwritten by American Pet Insurance Company, whose terms are published. Find out which one your quote is before comparing anything.

Most channel pages on this site describe one brand selling one insurer’s policy. Progressive is different, and the difference matters: its pet insurance page offers two separate products, from two separate insurance companies, and the terms of one are published while the terms of the other aren’t on any page we’ve verified. A reader who has a “Progressive pet insurance” quote in hand needs to know which of the two it is before this page or any other can tell them much.

Two products share the Progressive name

Progressive’s page, read from a Wayback snapshot of September 18, 2026, describes the first route as Progressive Pet Insurance, administered by Companion Protect Agency and placed with Old Republic Insurance Company, with some policies underwritten by Progressive Casualty affiliates. The second route is a referral to Pets Best, underwritten by American Pet Insurance Company, with a note that Pets Best waiting periods “may vary.”

So one quote is a Progressive-branded policy run by a third-party administrator and carried by Old Republic or a Progressive affiliate. The other is a plain Pets Best policy that happens to have been reached through progressive.com. They’re not the same product with two logos, and no discount for either is stated on the page we read.

Progressive Pet Insurance by Companion Protect: terms not verified here

For the Companion Protect product, the pages we checked gave us the administrator and the carrier and nothing else. We don’t have its waiting periods, deductible model, reimbursement options, annual limits, age limits, or exclusions from a primary document, so this page states none of them. If your quote is this product, the policy document and the Companion Protect disclosures are the only reliable source, and the how pet insurance works guide lists the terms to look for: the waiting periods, the deductible type, the reimbursement percentage, the limit, the pre-existing definition, and whether exam fees are in.

Two general points apply regardless of the insurer. In model-act states such as California and Ohio, the statute caps illness and non-accident orthopedic waiting periods at 30 days, forbids an accident waiting period, and requires a waiver after a vet exam. And the pre-existing review follows the same logic everywhere, which the pre-existing conditions guide describes.

The Pets Best referral and its published terms

If your quote is Pets Best, the terms are documented. From Pets Best’s pages and sample policies as checked on October 23, 2026:

TermWhat Pets Best publishes
Waiting periods (standard form)14 days illnesses; 3 days injuries; 6 months cruciate ligament events; reducible by a vet exam up to 3 days before or 7 days after the effective date
Newer California form14 days illnesses; 30 days cruciate; no injury wait listed
DeductibleAnnual; $100 to $1,000
Reimbursement70%, 80%, or 90% of the actual bill
Annual limit$5,000 to unlimited
Exam feesIncluded on most plans for covered visits; removable
DentalPeriodontal disease covered if the pet was free of signs and had a cleaning or exam within 13 months of service
Chronic conditionsContinue to be covered at renewal
AgeFrom 7 weeks; no upper age limit
Discounts and fees5% multi-pet; $2 processing fee on non-annual payments
UnderwritersAmerican Pet Insurance Company or Independence American Insurance Company

The six-month cruciate wait is the term a dog owner should look at first, as the cruciate ligament guide explains; the 13-month dental exam rule is the one a cat owner should, per the dental guide. The full write-up is the Pets Best review.

Which one is your quote? How to tell

Look at the quote document or the policy declarations page for the insurer’s name. “American Pet Insurance Company” or “Independence American Insurance Company” with Pets Best branding means the Pets Best route, and the table above applies. “Old Republic Insurance Company” or a Progressive Casualty affiliate with Companion Protect as administrator means the Progressive-branded product, and the table doesn’t apply at all. If the document is ambiguous, ask the question in writing before you pay, because the answer decides who handles your claims, whose pre-existing definition is used, and which review page on this site is relevant. The claims guide explains why the administrator’s identity matters once a bill arrives.

Compare both against a direct Pets Best quote

For the Pets Best route, run a second quote on petsbest.com with the same deductible, reimbursement percentage, annual limit, and exam fee setting, and confirm the figures match; with no Progressive discount published, they should. For the Companion Protect route there’s no direct equivalent, so compare its policy document line by line against a Pets Best quote at matched settings and against the Figo and Lemonade terms on this site. A product whose terms you can’t read is a product you can’t compare, and that’s the main thing this page can say about it.

Terms vary by state and change over time. This page reflects Progressive’s page (Wayback snapshot of September 18, 2026) and Pets Best’s pages as of October 23, 2026; the policy document is what binds.
